In short: ACCESS HRA is New York City's benefits website and app. With it you can apply for and recertify Medicaid, apply for the Medicare Savings Program (MSP), see when your recertification is due, and read notices HRA sent you. HRA's FAQ says documents are returned through the NYC ACCESS HRA mobile app: log in, open "Required Documents," and tap "Upload Now." If you missed a renewal, the E-Notices tab lets you print the renewal form.
Last checked October 2, 2026, against HRA's ACCESS HRA FAQ and HRA's March 12, 2026 Medicaid Alert on renewals and E-Notices.

ACCESS HRA is available in seven languages: English, Spanish, Chinese, Korean, Haitian Creole, Russian, and Arabic. Pick yours at the bottom right of any page.
Step by step: connect your case
- Create an account at nyc.gov/accesshra, or in the NYC ACCESS HRA app.
- Set up your login code. HRA sends a one-time passcode. By voice it comes from 929-221-0095. By text it usually comes from 87175, and sometimes from 98945 or 66952. A code works for 20 minutes.
- Link your case with "Find My Case." You will need details from your HRA letters, such as your case number.
- Open your case card and click "View Details." This shows when your recertification is due, who is on your case, and lets you ask for a budget or coverage letter.
- Turn on E-Notices so you can read HRA letters online, too.
Step by step: upload documents HRA asked for
- Install the NYC ACCESS HRA app from the Apple App Store or Google Play.
- Log in with the same ACCESS HRA account.
- Go to the "Required Documents" tab and tap "Upload Now."
- Take a clear photo of each page. Make sure all four corners show and the words are readable.
- Upload before the due date on the letter, and take a screenshot of the confirmation.
- Check back in a few days to see if the document was accepted.
Note: HRA's separate "NYC HRA Document Upload" app is described as a tool for SNAP and Cash Assistance clients without an ACCESS HRA account. For Medicaid, use the ACCESS HRA app.
Missed your renewal? Print it from E-Notices
HRA's March 2026 alert explains two ways to get a renewal form online:
- "Print Medicaid Renewal Form" (on the ACCESS HRA homepage) makes a pre-filled form if your case is active and inside the renewal window. You enter your date of birth, Social Security number, and Medicaid case number. It only makes the MAP-909E (aged, blind, or disabled cases) and the MAP-2096F. It cannot make the MAP-909F MSP renewal.
- E-Notices works if the respond-by date has passed, or within 90 days after your case closed. Click "E-Notices," then "View notices from the last year," then open the PDF. Forms you can print there include the MAP-909E, the MAP-2096F, and the MAP-909F Medicare Savings Program Renewal Notification.
- HRA says the "Print" button sometimes makes an old version of the MAP-909E with an outdated barcode. The correct version is always in E-Notices.
- Send the printed renewal by fax, in person, or by mail, as HRA's alert says. Keep a copy.
- If you can't find it, call the HRA Medicaid Helpline at 1-888-692-6116 and ask them to mail you the renewal form.
Where to get help with ACCESS HRA
- ACCESS HRA Help Desk (general): accesshrahelpdesk@dss.nyc.gov. Include a screenshot of the error, what happened, and your username. HRA says the help desk cannot give case status updates.
- Technical problems: accesshrasuppapp@dss.nyc.gov.
- Application status: HRA Infoline, 718-557-1399.
- Medicaid case questions: HRA Medicaid Helpline, 1-888-692-6116.
- Other City services: dial 311.
Common mistakes
- Trying to upload on the website when the FAQ points you to the mobile app.
- Creating a second account after forgetting your User ID without re-linking it. HRA says you then need to use "Find My Case" again.
- Using the "Print" button for an MSP-only renewal. Use E-Notices for the MAP-909F.
- Submitting a paper renewal and then an online one. HRA says you do not need to recertify online if you already sent a paper form.
- Blurry photos, or missing pages.

Want a rough sense of which cost program to ask about?
The MSP screener takes a few questions (county, household size, approximate monthly income) and shows an educational estimate. It does not decide eligibility and does not enroll you in anything.
