2027 Social Security COLA and your Medicare Savings Program (New York)

Social Security's official 2027 COLA is 3.6%. Most Social Security payments rise in January 2027; SSI rises with the December 31, 2026 payment at the federal standard of $1,029 individual / $1,544 couple (NY state supplement separate). New York's MSP income limits update separately with the poverty guidelines, often around February, and stay at the 2026 figures until then. Do not cancel MSP or skip renewal because of the COLA alone; check your December notice for the Part B deduction.

In short: Social Security announced a 3.6% cost-of-living adjustment (COLA) for 2027. Most Social Security checks rise with the January 2027 payment. That raise does not automatically change New York's Medicare Savings Program (MSP) income limits. Those limits usually update later, after the federal poverty levels are published, often around February. If you are near the 2026 QMB or QI line, do not cancel your MSP or skip your renewal because of the COLA alone. Read your December Social Security notice for the Part B deduction line.

Last checked October 15, 2026, against ssa.gov/cola, SSA's SSI federal payment amounts, and the New York Department of Health Medicare Savings Program 2026 page. The 2027 Part B premium is still not published. This is not a government site.

What Social Security announced for 2027

On its official COLA page, Social Security says Social Security and SSI benefits will increase 3.6% in 2027. The details that matter for most readers:

  • Social Security: the higher benefit begins with payments in January 2027.
  • SSI: the higher payment begins with the payment dated December 31, 2026. The federal SSI payment standard for 2027 is $1,029 a month for an eligible individual and $1,544 for an eligible couple (up from $994 / $1,491 in 2026). Those are the federal amounts only; New York's state SSI supplement is separate.
  • Notices online: COLA notices appear in the Message Center of a *my* Social Security account in late November 2026 for most people who create or already have an account by November 18, 2026.
  • Notices by mail: paper COLA notices go out in December.
  • Taxable maximum and earnings limits also change for 2027 on the same SSA page (taxable maximum $192,300; earnings limits $25,560 under full retirement age and $67,920 in the year you reach full retirement age).

SSA also says information about Medicare changes for 2027 will be available later at medicare.gov and on the COLA notice itself. Until CMS publishes the 2027 Part B premium, treat any number you see online as unofficial.

If you get SSI in New York: Medicaid and the Dec. 31 payment

People who receive SSI cash benefits in New York are generally covered by Medicaid through their local Department of Social Services (or HRA in New York City) in the SSI category. The state lists SSI recipients among the groups who work with the local district for Medicaid. You do not need a separate MSP application just to keep Medicaid while SSI cash continues. (Immigration rules still matter for how coverage is funded after October 1, 2026; see GIS 26 MA/14.)

The higher SSI check dated December 31, 2026 uses the new 2027 federal payment standard ($1,029 / $1,544). That raise does not by itself change New York's published MSP or full-Medicaid income charts. Those usually wait for a 2027 DOH GIS after the federal poverty levels are out, often around February, and are often applied retroactive to January 1. Until then, the 2026 MSP figures on this page are the ones New York has published.

If you get both Social Security and SSI, read both lines on your notice. Keep any Medicaid or MSP renewal packet on schedule; a COLA alone is not a reason to cancel coverage.

Your MSP limit does not move on the same day as the COLA

New York's Medicare Savings Program income limits are tied to the federal poverty level (FPL), not to the Social Security COLA percentage. The state's 2026 MSP page still lists these monthly income standards:

ProgramSingle (before $20 disregard)Couple (before $20 disregard)With $20 disregard (single / couple)
QMB (at or below 138% FPL)$1,836$2,489$1,856 / $2,509
QI (below 186% FPL)$2,474$3,355$2,494 / $3,375

New York subtracts a $20 general income disregard before comparing your income to those limits, and there is no resource (savings) test for MSP. Starting October 1, 2026, immigration status is a separate limit; see our page on losing MSP because of immigration status.

When do the 2027 MSP dollar limits arrive? In recent years the state has issued a General Information System (GIS) message after the federal poverty levels are published, often in February, and then re-budgeted cases retroactive to January 1. Until that GIS (or a similar instruction) is out, the 2026 figures above are the ones New York has published for MSP.

One more budgeting detail from last year's pattern: GIS 26 MA/03 told districts that MSP-only cases with a budget starting January 1, 2026 or later should use the prior-year Social Security benefit and Part B premium for budgeting until the 2026 FPLs were released. A similar approach for early 2027 is plausible, but New York has not yet published a 2027 GIS on this point. Treat early-2027 budgeting as something your county or HRA will confirm—not as a final rule on this page.

Will my raise push me over QMB? A simple estimate

This is an estimate only, labeled clearly. It uses the official 3.6% COLA and the 2026 New York MSP limits. It does not replace a county or HRA budget, and it does not know about other income, the $20 disregard details in your case, or the 2027 FPL update.

  1. Take the Social Security benefit amount on your latest award letter or bank deposit (the amount before any Medicare premium is taken out, if you can see it).
  2. Multiply by 1.036. That is a rough January 2027 Social Security amount after the 3.6% raise.
  3. Compare that number with the 2026 QMB line after the $20 disregard: $1,856 for one person, $2,509 for a couple. For QI, use $2,494 / $3,375.

Worked example (single person, Social Security only): if your current monthly Social Security is $1,780, then $1,780 × 1.036 ≈ $1,844. That is still under the 2026 QMB figure of $1,856 after the $20 disregard. If your current benefit is $1,820, then $1,820 × 1.036 ≈ $1,885, which is above today's QMB line on paper—but the 2027 FPL-based QMB limit will likely rise too, and early-year budgeting may still use last year's benefit until the state updates. Do not drop your MSP or skip renewal based on this napkin math alone.

If other income (a pension, wages, or a spouse's check) is in the case, ask HIICAP or the office that renews you to run the real numbers.

What to do this fall

  • Keep your MSP renewal on track. New York says you must renew MSP every year. A COLA is not a reason to ignore a renewal packet. See MSP renewal steps and our fall renewal letters guide.
  • Watch for the COLA notice. Online in late November (Message Center) or by mail in December. Check the Medicare Part B deduction line. If you have QMB or QI, that premium should not be taken from your check once the MSP is active.
  • Do not cancel MSP "just in case." Losing QMB can bring back Part B premium deductions and Medicare cost-sharing bills. Losing QI brings back the Part B premium.
  • Open Enrollment runs October 15 to December 7. Plan changes for Advantage and drug plans start January 1. MSP still pays the Part B premium whichever way you get Medicare. See Open Enrollment: Advantage vs Medigap vs MSP.
  • **Create or use a *my* Social Security account** by November 18, 2026 if you want the online COLA notice in the Message Center.

Frequently asked questions

What is the 2027 Social Security COLA?

3.6%. Social Security published that figure on ssa.gov/cola. Most Social Security payments rise in January 2027; SSI rises with the payment dated December 31, 2026, at the 2027 federal payment standard of $1,029 individual / $1,544 couple.

Does the COLA automatically end my Medicare Savings Program in New York?

No. MSP limits follow the federal poverty level and a New York update, not the COLA percentage alone. Stay on your renewal schedule and wait for the state's 2027 income chart before assuming you are over the line.

What are New York's 2026 QMB and QI income limits?

Per the state's MSP 2026 page: QMB $1,836 single / $2,489 couple (or $1,856 / $2,509 with the $20 disregard). QI $2,474 / $3,355 (or $2,494 / $3,375 with the $20 disregard). No resource test.

When will I see my new benefit amount?

SSA says COLA notices appear in the my Social Security Message Center in late November 2026 (for accounts created by November 18) and are mailed in December. The notice shows your new payment and Medicare deductions.

What is the 2027 federal SSI payment amount?

SSA publishes $1,029 a month for an eligible individual and $1,544 for an eligible couple, starting with the SSI payment dated December 31, 2026. New York's state SSI supplement is separate and is not those federal figures.

What is the 2027 Part B premium?

It has not been published yet. CMS usually announces it in the fall. This page will not quote an unofficial number. Check your December COLA notice and medicare.gov when the official figure is out.
